Sheff Wed Deals with a 'Significant Problem', Says Independent Regulator

'We are going to be a part of football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's ongoing struggles are seen as a "significant problem" and the independent regulator is seeking powers to investigate clubs in such situations, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, the regulator, who was named to the position this week, showed understanding towards Wednesday's fanbase.

Kogan met with four fan organizations connected to the Championship side recently.

The team have been facing challenges both on and off the pitch in 2025, with the club failing to pay players on time on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," Kogan told.

"The club represents one of the historic institutions for the English game and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases referred to us if they need to be investigated and dealt with."

Economic Challenges and Proprietorship Status

The team's struggling chairman the Thai businessman stated during the off-season he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the football authorities in June, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the Owls followers, Bury or any football club where fans are dedicated to a local institution that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for causes separate from the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"Our least desirable course of action is begin intervening in an individual club, an specific proprietor, without being able to work with that chairman to fix the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"In actuality, when you look back over the history of football, over the last 20 or 30 years there have been some owners, few in number, but some who have been irresponsible in the manner they have operated their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to lay out the remit of the authority recently and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the significant advances achieved might evaporate incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a huge success story - we must maintain momentum.

"Considerable investment entering the sport and has come into football for the last 20 or 25 years, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the success and growth as an commercial operation of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of England. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a significant confidence."

Partisan Associations

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the opposition group in recent years.

The chairman provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.

"I am presently disconnected from any sort of politics."
