Britain and America have agreed to a major bilateral deal that will maintain no tariffs on UK pharmaceutical exports being sold in the US market.

The Terms of the Deal

As part of the deal, the UK has agreed to raise funding on pharmaceuticals through the National Health Service (NHS). This pledge secures that duties on these vital products will stay at zero for a period of the next three years.

This deal is in response to previous statements to hike import taxes on patented drug products, with increases mentioned up to 100%.

"This agreement between the UK strengthens the worldwide climate for cutting-edge drugs and brings much-needed equity to U.S.–U.K. pharmaceutical trade," an announcement declared.

Economic Importance

Drugs represent one of the Britain's largest goods shipped to the America, which is clearly the biggest market for leading UK drugmakers.

Trade data reveal that in the 12 months to the end of the third quarter, the UK sold drugs worth billions to the US. This figure represented 17.4% of British export trade in that timeframe.

"This agreement secures work, increases capital expenditure and facilitates the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary remarked.

Detailed British Pledges

The pact entails several notable commitments from the UK:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it judges new medicines to be prohibitively costly by twenty-five percent.
  • Boosted Medicine Funding: There is a target to increase total NHS spending on treatments from 0.3% of Gross Domestic Product to 0.6% over the next decade.
  • Refund Ceiling: The sum drug companies must refund to the NHS to stay within budget will be limited at 15%. Last year, repayments were more than 20%.

Industry Background

The deal comes amid a ongoing tension between the sector and the ministers over spending levels and approval rates.

This friction were intensified by claims that American patients were paying several times more for the identical medicines than consumers in the Britain and the EU.

In recent months, several major pharmaceutical investments in the UK have been delayed or cancelled, while major expansions have been pledged toward projects in the United States.

One official publicly accepted that the NHS must increase expenditure on medicines, noting that its expenditure on drugs had declined as a percentage of its total funding over the last ten years.
